Requirements for Pond Construction?

Didn't want to hijack the earlier post on pond design so I decided to create a new thread. That previous pond design thread got me wondering about requirements for pond construction. For those of you that have built a pond-

1. Did you state require a permit to construct? Did construction drawings need to be submitted for permit?

2. Did a registered engineering or surveyor have to stamp plans?

3. What issues did you encounter when trying to design and permit (if required) construction of new pond or modification of existing water?

In Oklahoma you don't need a permit unless you are going to be restricting a pretty large stream or drainage area. You don't need plans or an engineer. You can call out your NWRC to shoot the area you wish to make a pond and to tell you if there are things that might prohibit you from constructing, such as layers of rock, sandy loam, etc that would keep you from having a good bottom. IE, would not hold water.

You might want to get on with your construction. The OBama EPA is about to try to take over jurisdiction over all streams, ponds, ditches, etc under the veil of the Clean Water Act. Up to now they had jurisdicition over navigable streams and rivers and the states had control of everything behind this point. Now the EPA claims they are ruling on a Supreme Court decision which gives them the right to permit and control ALL waters flowing into navigable streams. The public hearing on this is in effect now. I suggest you voice your opinion against this.....and build your pond NOW.
